East Island / East Triangle Project

The “East Island” or East Triangle” as it is also known is a triangular piece of property owned by the City of Portland Bureau of Transportation (PBOT).  In 2014, The Portland Development Commission (PDC) facilitated a community based process to develop a plan to create streetscape improvements along Halsey and Weidler between NE 99th and NE 112th.  This process created the Halsey-Weidler group.

The East Island was discussed as an entry way to the Halsey-Weidler couplet from the east.  Due to the nature of the project and its relationship to other planned streetscape work, the discussion was left open for future discussions and wider public participation.

In late 2014, the Halsey-Weidler group, as a sub-committee of the Gateway Area Business Association, (GABA) applied for funding from the PDC Community Livability Grant program.  PDC awarded the group $30,000 to create a plan for future development.  At the same time, Parkrose Heights Association of Neighbors, (PHAN) applied for funding from the 1% for Green fund managed by the Bureau of Environmental Services and was awarded funding for the creation of a stormwater management facility known as a “rain garden”.

East Island / East Triangle Project Status

Now, in the spring of 2015 we have embarked on a condensed planning and public involvement process to create a design plan both for the rain garden and potential future uses of the rest of the island.  Concepts include an identity feature (arch, entry signage, etc), a public space (seating, plants, etc), additional plantings and possibly a small nature path.  The concept is to convert this un-noteworthy property into a community asset and eastern gateway into our business corridor.

The planning process will be completed in early June with engineering design continuing through the rest of the year and hopefully some construction starting in early 2016.
